1988'de, dedektif olmayı kafaya takan Philadelphialı polis memuru Thomas Lockhart (Boyd Holbrook), her dokuz yılda bir gizemli şekilde yeniden ortaya çıkan bir seri katilin izini sürmeye başlar. Ancak katilin suçları tüm bilimsel açıklamaların ötesine geçtiğinde Locke'un gerçeği bulma saplantısı kariyerini, ailesini ve muhtemelen akıl sağlığını tehdit etmeye başlar.
